Melt white candy. Add enough blue food coloring to make a light blue. With a saw-tooth knife, cut large pretzel logs in half. Dip 4/5 of pretzel half (dipping in the cut end). Lay dipped pretzel on parchment paper. With tweezers, place edible snowflakes on dipped pretzel. Sprinkle white non-pareils on dipped pretzel before coating hardens. Five dipped/decorated pretzels fit the snowflake bag listed above. Use a silver twistie to close.
