Roll gum paste or fondant very thin. If using a pasta machine, thin to a #3. Cut penguin from black, aqua blue, lime green and pink gum paste or rolled fondant. Use poly blade to cut off the hat from each piece. Use piping gel to piece together a multi-colored hat. Cut an oval shape and a medium size circle from the accent set from white gum paste or fondant. Use the circle cutter to cut ¼" out of the oval piece and attach both pieces to penguin with piping gel. Nestle circle piece into oval piece. Cut a penguin from orange gum paste or fondant then use the poly blade to cut off the feet. Attach feet to black penguin piece with piping gel. Roll a tiny piece of orange gum paste or fondant into a beak and attach to penguin's face with piping gel. Place two dots of piping gel above the beak and place black non-pareils for the eyes. Allow penguins to harden overnite.
Using a pastry bag fitted with the 2D tip, pipe buttercream icing on top of cupcake. Place hardened pieces on top of piped icing then sprinkle with edible glitter.
