Roll white rolled fondant to desired thickness. With same cutter used to bake cookies, cut white fondant and apply to cookie brushed with piping gel. Use medium open tip to mark the scallops with a circle being careful not to pull the hole out. Roll the pink and blue fondants out thin and cut the letters M-O-M and attach to fondant with piping gel. Mold roses and leaves and attach to top of cookie with piping gel.
Roll brown rolled fondant to 1/4" thickness using a smooth rolling pin then roll again using the basketweave rolling pin. Cut with same cutter used to bake cookies then apply to cookie brushed with piping gel. Cut off handle and extrude two small ropes and twist together to make the basket handle. Attach to cookie with piping gel. Pipe royal icing leaves and attach flowers to basket.
