Ice 10" square cake in blue buttercream icing. Cut strip of of itexture sheet to fit height and width of one side of cake. Use melted white, navy, turquoise and green candy coating in parchment cones or small squeeze bottles to fill in random dots within pattern. (To achieve matching colors use dark blue with a few black and orchid wafers for navy, super white for white, about equal parts dark green and yellow for green, light blue with a few dark blue and orchid for the blue and light green and light blue for the turquoise.) Allow to set. Place set of white perfection strips on either side of cut texture sheet on parchment or silicone mat. Pour blue candy coating over texture sheet and scrape off excess with large spatula, using the perfection strips as a guide. Quickly pick up texture sheet and move to clean space. When almost set place against side of cake. Place in refrigerator and remove texture sheet when completely set. Repeat for remaining 3 sides.
Finish cake by placing graduation plaque on top. Use a #4 tip with white buttercream to pipe ball trim around edge of plaque and #8 tip with white buttercream to pipe ball trim around top edge, bottom edge and corners.
