Thin royal icing with water until it smoothes itself in 8 seconds. Use parchment cone to pipe outline and cover each cookie. Allow to completely set, several hours. Thin food colors with a couple drops of water and paint background colors. After those colors have dried use full strength food coloring to paint outlines and details.
