Mini Flower Pots (available at craft stores)
Craft Styrofoam (available at craft stores)
Instructions:
Make a batch of your favorite sugar cookie recipe. 
Cut out the cookies and place on a cookie sheet.  Push a sucker stick into the side of the
unbaked cookie, twisting as you're pushing into the side.  Bake the cookies.  Allow cookies
to cool.  Mix up a batch of royal icing to a fluffy consistency.  Add a few drops of water
so that the icing smooths itself within a few seconds.  Pipe the icing on the cookie. Allow
the icing to dry completely (several hours or overnight).  When dry, use food pens to color
the flowers.  Place the craft styrofoam in the bottome of the flower pots.  Stick the flowers
into the foam.
